I go to panel next month for approval for fostering.

I contacted my IVA company (I am 5 years in 1 more to go) asking what would be taken as income, the allowance, benefits etc and was advised that I should contact the citizens advice who can answer.

Surely as my IVA is done by them they should be able to give me this information?

The full allowance for fostering is likely to be taken as income --- this will, in most part, then be offset by increases in expenditure caused by the additional household members. This money is intended for the care and support of your foster charges, not as payment of your past debt.

I am shocked, but not really surprised that your IVA provider seems unable to assist and advise --- might I ask who you are with ?
I am not qualified to give advice and can only state my opinions, based on my IVA experiences.
