There are many clients who are in IVAs who have emigrated to Australia but many seem to start the ball rolling once they are out there. It is always best to check with the current visa requirements as things can change.

I am not aware of any reason why being in an IVA would hinder your emigration to Australia but it is worth checking the visa application to see whether you will be asked any questions about being insolvent.
Given all is well, the most important thing to think about is whether your income in Auz will be able to support your IVA here especially when you add in the cost of sending home the money and currency conversion. If you are unsure of what your income will be then it is probably best to wait until you are established in Australia and then organise the IVA. You will be able to do everything via phone and email.
