The only place an IVA is "advertised" is on the Insolvency Register, which, unfortunately is open to public scrutiny online. However only those in debt solutions and the credit / insolvency industry seem to know about it.
Your IP will inform all of your creditors.

I would say that these days there is not much difference, and personally I don't think that any of these details should be made public at all as it can hardly be in the public interest.
Don't let the thought of being on the insolvency register worry you Paige. Whatever route you decide to go down will be so much better than struggling for years.
I have been in my IVA for 5 years and only realised I was on the Insolvency register in October when I found this forum! Nobody has ever mentioned it to me, so I assume nobody who knows me, knows of its existence or is bothered by it. I wouldn't let it stop you making the right decision for you. I do agree with Melanie though, now I know it is there, I would prefer that it wasn't available for all to access!
None of my family or friends are aware of it. I always maintain that if people know then it is because they are insolvent themselves - they've no reason to know otherwise.
The only way somebody would know about you being on the Insolvency Register was if they actively interrogated it looking for you - I too don't believe it should be in the public domain either
