Melanie at present mortgage 214,000 house needs lots of work to bring it up to top condition recently had PPIclaim paid Cooper Hayward IP HAS refused to forward any funds to me to do work she wants estimates im aex builder so would do work myself any idears

Provide her with an estimate based on the cost of materials only. What is the intention regarding doing this work? Is it something you want to do, or is she wanting it to be done to enhance the value of the property for the benefit of equity release.

Is any of the work needed due to health and safety reasons, or is it largely cosmetic?

The latter ought to be approved if your house is deemed to be structurally unsafe. I would be surprised if your IP would allow you to retain monies to effect cosmetic work out of a windfall, to which creditors are the ultimate beneficiary.
