In regards to the restriction on the land registry search. Is the restriction from the IP listed under the 'CHARGES REGISTER' section of the document?

No, its in the section entitled 'Proprietorship Register'

I'm confused as we are 2-1/2 years into our IVA and there is nothing on ours mentioning our IVA/IP or anyone other then our mortgage company in that section or any other section.

To be honest i dont really understand a word of it, and speaking to the Land Registry didnt help at all! Hoping someone on here can explain it!
