You can, if you can find a bank that is willing. This usually needs a branch visit and a sympathetic manager to over-ride the computer generated refusals.

Barclays opened one for me while in an IVA.
No credit facilities at all and the local business manager had to 'fight my case' to head office.
Apart from taking a day or two longer than normal (waiting for head office decision) it was fairly painless.
I think a lot is to do with your planned business; as I was going self employed IT Contracting they saw I wouldn't be using the account much....invoice paid in one a month, salary and dividends paid out once a month.
That was good then walesdave - glad to see a bank being supportive for once!
