Dfd have sent me notice of completion from July 2016. How can I sort alleged phone debt ?

If they were in the IVA you send them a copy of the Chairman's Report ( when the IVA was agreed) and a copy of the Final Report (when closed). If they persist refer them to your IP.

Agree with Foggy that you need to check that they were included in the IVA. If so then you don't need to pay anything.
