I have been asked to countersign a passport application by an employee at work. Am I ok to do this assuming I will be entering into an IVA?

I think you should be ok - you are only signing to say that you know them and that they are who they say they are and the photograph is a true likeness.

Being in an IVA doesn't make you any less a respected member of the community or a professional person!

I doubt that the passport office check the financial status of anyone countersigning an application.

You could always check on the passport site to see if it says anything on there.
