They will take those things into account as it is income, but I think they also take into account what you need some of those allowances for.
An IP will advise you on that.

I am sure that the DLA is easily covered with the additional expenditure you incur as a result of the disability - but all income has to be fully accounted for if you are going to propose an IVA or a DMP to creditors.
