If I apply for an IVA can I enclose a DTI loan ?

i have a dti loan (9) years old with 20k left on it, £6250 business oD and 25k of credit cards that accumulated to support the struggling business - If I apply for an IVA can I include the dti loan as I was a sole trader not a PLC

Yes this loan can and should be included into an IVA. Do you have other debts as well?

only some equipment finance that is almost ended - I do have about £5k owing to hsbc as a personal loan and 45k secured against my house (leaving no equity)

The secured creditor will probably want to rely on their security if an IVA were to be proposed, but you should include all other debts.
