Have you had your completion certificate?
Paid F&F in July 2012 and received CC in July 2013 :-)

No, dont do it until you have your certificate. We have been caught in the same trap and are now not allowed our completion certificate! We are talking to the Ministry of Justice about it, as we are getting no joy with the IP. x
Our greatest glory consists not of never falling but of rising each time we do fall

Yes you can claim it but whether you have your completion certificate or not it is still regarded as an asset in the IVA and will have to be declared to your IP, regardless of whether your IVA is now closed or not
