I have a certificate of non-compliance from my current IP which runs for 28days from 18th September. I need a certificate of default in order for my new IP to act ... with this automatically be issued after the 28days or will it only be issued as a result of a creditors meeting?

Once the certificate has expired then your IP will be able to close the case and you are then free to reappoint your new one.
