Which is the best agency to report to?

Our IVA ended in 2006 but buchanclark & wells are constantly ringing and writing to us. We have no knowledge of the creditors and they have advised they are from the 1990s. We have written to them and advised them on the telephone of our situation without any success. Which is the best agency to report them to?
